I think this painting reflects the term: "The world has become a small village" it reflects the effect of the media in the world & that's why the artist was so accurate in picturing the houses in a sphere shape, like the "Globe" has become a "small Ball"
these houses are also "NOT dim" they are "lighted" which shows the role of the media in enlightening our minds & the different situations we bump into
in my opinion that picture might refer to media effect specifically television in illuminating people's life
